Mumbai Transformation Support Unit

The Mumbai Metropolitan Region, home to 1.8 crore people, is driven predominantly by a will to succeed. But, with its ever-expanding population and spheres of activity, there is an emergent need to feed this growth by providing futuristic enabling mechanisms, and, revamping or reviving those parts of its character that have fallen into disuse.

To steer the region's growth, there are several agencies like Metropolitan Mumbai Region Development Authority (MMRDA), Municipal Corporation of Greater Mumbai (MCGM), Maharashtra Housing and Area Development Authority (MHADA), Mumbai Rail Vikas Corporation (MRVC), etc.

The Mumbai Transformation Support Unit (MTSU) is an initiative of the World Bank, Cities Alliance, USAID, All India Institute of Local Self-Government and Government of Maharashtra. It was set up in 2005 to facilitate the process of Mumbai's transformation by advising on, co-ordinating and monitoring projects undertaken these agencies to improve quality of life in Mumbai.

MTSU's focus areas are physical and social infrastructure, environment, housing, governance, strategic planning and economic growth. Its canvas is therefore huge. From slum rehabilitation to rent control, from the Navi Mumbai airport to the Wadala truck terminal, from MUIP to MUTP, from health to education, from sanitation to beautification, it seeks to set the wheels in motion to reform and transform Mumbai into a city we can all be proud of.

Process

Mumbai Transformation Project (MTP) is a movement taking bold strides to provide better services to its citizens by addressing burning issues in field of urban planning and development. It envisions making this dream into reality by tirelessly working towards the goal of making Mumbai a healthy and environmentally sustainable city, which is economically productive and socially progressive.

Transformation Focus

 

To boost the economic growth by 8-10 per cent per annum, by focusing on services (high and low-end) and developing hinterland-based manufacturing.

   

Making Mumbai a consumption centre and lowering tax rates.

   

Target four high-end services namely, Financial, Healthcare, IT/ ITEs (IT enabled services) and Media/ Entertainment/ Telecom to ensure Mumbai becomes the “centre of choice” within Asia.

   

Reducing the currently high “cost of doing business” (mainly due to high real estate costs) across all these areas.

   

Increase investment, tax revenues and income in MMR and Maharashtra

   

Make Governance more efficient among all 16 Government departments; make effective and responsive by corporatising key departments and streamlining important processes such as building approvals.

   

Enable implementation through committed Public-Privateresources, led by the Chief Minister (Create a single co-ordination body) and make key Government organizations accountable for results.

   

Create a dedicated “Mumbai Infrastructure Fund” with an annual funding of Rs.1, 500 crore and attract debt and private financing.

   

Better utilisation of Government land assets in and around Mumbai

   

Improve Infrastructure,including linkages to the hinterland.

   

Resolve north-south congestion on the western and central railway lines and the key arterial roads (Western Express Highway, SV Road)

   

Provide east-west connectivity within and between the city and the hinterland (Jawaharlal Nehru Port Trust- JNPT, new SEZs)

   

Augment Water Supply and Sanitationthe city

   

Make available affordable houses for reducing poverty, slum redevelopment

   

Increase FSI in the island city

   

Improve the Education quality

 
Vision MMR
 

The improved connectivity projects will facilitate shorter commuting time and help decongest the main city in favor of the suburbs. This will thus create a win-win situation, as the pressure on infrastructure in the main city will reduce and the attractiveness of the suburban regions will increase. Thus the real estate prices in both the main city and suburbs will be positively impacted.

   

The proximity to the railway station will be the key feature. Being already a secondary business district, the demand for properties here will increase exponentially. Office space off-take will thus happen because of improved east-west connectivity. This will help the commercial offices and retailers in a big way.

With incentives being given for the establishment of SEZ’s, and other infrastructure projects like Trans- harbour link, International Airport etc there will be a trigger in the influx of investments in service and other sectors in Mumbai by international players. This will create a boom in the real estate market of MMR. Demand for office and retail space and supporting housing will be seen as an after effect.

   

Improvement in other social and physical infrastructure will lead to hygienic and aesthetic surroundings, thereby increasing the land values.
